The only way I can really see justifying a second deck, currently (with respect to current average attendance), is by stopping the sale of hillsides altogether. Most Saturdays we can't fill all four hillsides, and it would really look bad to have a half-full double deck endzone and packed hillsides. Now having a packed double deck endzone and empty hillsides? Not too shabby IMO.
