I was wrong. I initially thought he was exempt and forgot to fill out the rest of the paperwork. After reading SH posts and the article I was confused.

So after re-reading the article I will have to agree with others and say he did cheat. Sure he could have tried to get an exemption, but maybe he knew he couldn't and just tried to compete while using the drug.
