No way could they enforce that.
Exactly. They'll probably make an attempt to enforce it initially, but eventually they'll just let it go unless someone complains. I used to smoke (quit about a year ago) and I remember visiting Case Western Reserve University, another school that had banned smoking on campus. The ban had been in place for about a year when I was there, and it was a ban in name only. People still smoked all over. Shoot, there were still ashtrays outside of most of the buildings. Nobody did anything about it.
