IIRC, the financial year runs from July 1 ro June 30. If they are asking for approval now, I believe it would be regarding projects for next year's financial calendar ('08-09)...i.e., construction would begin following this season, and be completed by the beginning of the '09 season.
If I am reading this right, this would offer the opportunity for maximum attendance and exposure when Iowa came to town.
