Upper Decks are designed based on only a few things:
1. Angle of degree of rise of Upper Deck
2. Extents the stadium can go "back" - the more room, the less angle.
3. Where the suites are located because the UD can't block the sight lines of the most expensive area. Owners of ballparks couldn't care less about how UD experience is as long as they have easy connections to Points of Sale (concessions/merchandise/etc).

Miller Park has some huge depths to the stadium, thus the UD goes further back at not as steep a slope as a place like US Cell. It just happens that way... sorry you felt like you were too far from the action. Not many new ballparks will be designed with the UD on top of the lower bowl like the Fenways, Wrigleys etc...
