I think that this is going to move forward fairly quickly. The reason that JP is taking this to the BOR now is that he has to have all the steps finished by this fall. That way, they can plan to start right after the season.

I thought that there was a possibility of getting the upper deck done in an offseason, but probably not...especially since they are putting the visitors locker room and facilities crew under the new stands. Here's how I see things going:

Nov. 08 - Start JT Phase 2
June 09 - Start BB practice facility
Aug. 09 - Finish east concourse, endzone lower stands, fencing, gates and east suites, leaving south concessions/gate/plaza unfinished so that they have access to upper stands.
Nov. 09 - continue JT Phase 2, finishing all south endzone work.
Aug. 10 - Finish JT and BB practice facility
