This really doesn't matter, because they scatter you in the seating. No point to booking together if you aren't sitting together.
2) They charge a seat selection fee of $11 - $15 dollars to pick the seats that you want. So if you are traveling in a group save money by booking individually then pay the fees to move together.
I have flown allegiant quite a bit and have never had either problem. Did you go back and add a person later? If you did the demand went up by search, not because of adding a person. I am guessing it scattered you because the flight is almost full and there are very few, if any, seats together... They pay per bag thing is becoming pretty common on smaller airlines...
