He may have been on the punt return team, but he's most definitely not a punt returner.
I didn't see him on the punt or place kicking coverage team all that often either.
If Todd's going to make it, it'll have to be at receiver - he'll need to improve on his route running, do something in the way of blocking for other folks and continue catching everything thrown his way.
The point is, that a guy on the roster taking up the 5th or 6th receiver slot is going to need to bring more to the table...like special teams. They only have 53 guys on an NFL roster and if you are not a starter (and even sometimes if you are)...you have to be able to bring some value via special teams performance.
