I think that what he brings is the ability to go up and catch a ball in a tight space. A guy like that could be pretty valuable on third down or in the red zone. Most NFL corners would not be able to handle him alone in a jump ball situation. I think that he sticks with the Saints due to that ability and hopefully improves the rest of his game over time.
The rub is, you're listing just one dimension of the game. You don't keep a receiver simply because of his ability to catch the jump ball in the red zone - every position on the 53 man roster is so precious that teams simply can't afford to do that.
