Well, it's pretty simple really...just ask. When somebody comes in for free or reduced-fee healthcare, that person is asked to show some form of ID...birth certificate, driver's licence, passport, greencard, etc. At that point, it's pretty easy to figure out who is legal and who isn't, and mark it down on the daily stat sheet.
No...the numbers aren't fudged to further some agenda. Illegals cost US local taxpayers a bunch of money.
