I assume so too, I highly doubt Mac wouldn't make an informed decision about a kid before he extends the offer. It's not like he reads the Rivals top 100 and sends offers out to all those kids.
I'm just saying he has offered a lot of kids in the past that maybe didn't look like great prospects at the time or weren't heavily recruited and then they blow up. I assume this is after an evaluation period.
