My $0.02 on the debate: I think it depends on how you define it, and what is included. Baylor has been worse than us, record-wise, since the advent of the Big 12. K-State was worse than us, record-wise, in the Big 8 (even when you include their good years in the early- to mid-90's under Bill Snyder, which shows how historically awful they were).
However, both K-State (more recently) and Baylor (more distantly) have had stretches where they won conference titles and were perennially ranked. Other than a blip of time in the 70's and a couple of pretty decent teams in the early 2000's, Iowa State has never had a comparable stretch to anything that K-State or Baylor has done. So, if the criteria is "tradition" rather than hard numbers, I would reluctantly have to say that we have the least tradition in football of any team in the Big 12. We may not be the worst by numbers alone, but every other fan-base has more "glory years" in the program's past that they can point to than Iowa State does.
