The Amarillo Globe-News (AGN) article you stumbled upon refers to a new >$600 billion National Research University Fund (NRUF) created by the State of Texas to help qualified "emerging public research universities" climb the academic/research ladder. NRUF was nicknamed the "tier-1 fund" to rally support for its creation. The AGN article you found merely reports Tech's progress to qualify for additional state NRUF funds.* It's doubtful that Tech will match the state funding distributed to UT or A&M any time soon but, with NRUF and some additional state funding irons in the fire, Tech is clearly moving on up, to the AAU Side, because Tech finally got a piece of the pie-aye-ayyyyye-yeah.
So feel free to check facts but make you comprehend their meaning and context before calling someone out.
*Latest news has Tech qualifying for NRUF funds in 2012, not 2013. Sorry about that when I googled I went to US News & World Report but didn't see it there and then saw this article that said in 2013. Next time I'll page into it a little further.

Besides, I chose Tech for its combination of academics and hot women, which together outweighed what A&M and UT offered by a wide margin.

UT still fields a beautiful starting lineup, every bit the equal of Tech's or TCU's best sorority babes, but the Horns have no depth these days because UT is admitting more third-world foreignors (currently about 50%) and fewer of the state's social elites with each passing year.

Tech made it because they lowered the standard on what is considered tier 1, not because they improved anything.

UPDATE
Texas Tech picked up 4 verbals in the last 48 hours 2 WR, 1 center & 1 DT. The WR Wheeler has amazing wheels (you see what i did there?). He is a rock solid pickup for Tech
Missouri added a CB and a G. The Guard Boehm is going to be a stud, #3 guard in the nation & a state champ wrestler
Oklahoma picked up the #1 center in the Nation in Ty Darlington out of Florida. Kid is freaky strong & we now have Florida Triplets
All of the additions have had their rivals link & ratings posted. Will Redo the rest tomorrow, Also I need to stop dragging on Texas & get going with their haul

Boomer - Interesting notes...
Boehm was on the OL for one of our QB recruits, Luke Knott, at Lee's Summit West.
Most believe that Luke Knott will end up at S for ISU.
Luke's older brother, Jake Knott (ISU), is Pre-Season 1st/2nd Team All-Big 12 at LB this year (depending on publication), and a Captain for next year's team (as a Junior).
