Grab FSU and Clemson and let's make some divisions.

No protected rivalries.

Texas & Texas Tech in one, TCU & Baylor in the other.

Oklahoma & Oklahoma State with UT and TTU. Kansas & Kansas State in the other.

First one is harder so add Iowa State, and toss in West Virginia for the pseudo-rivalry. Leaving FSU and Clemson for the other.

Not that it matters, because if FSU and Clemson leave, the ACC as we know it is done. Such alliance would be to allow FSU and Clemson to play the ACC-Big East teams not picked up by the BIG and SEC, without the Big 12 having to go to 16. It is actually not a fundamental change from the ideas of the past few months, just another rumor that the Big 12 (Texoma) does not want to go past 12.
