TCU was pretty irrelevant from about 1960-1990. They started turning it around pretty much when the Big 12 ground work was being laid. I'm not sure if their lack of success during that period played a factor but they were pretty bad.

1) private school, that way finances for the conference can be kept private
2) Texas governor wanted Baylor in the conference.

TCU also has one of, if not the lowest, number of students for Division I schools.

There is actually a lot of DI FBS schools that have a small enrollment. I think Wake Forest has around 10K, and even Notre Dame only has around 12K students I believe.

Miami might be smaller than both...
I know the smallest D1 school (no football though) overall is Centenary with something like 1,000
