"Alumni" implies graduation; with "former student" you can lump in those who just took a few classes and washed out.

Absolutely true. Hence, my use of "implies" rather than a stronger term.
However, most self respecting people will not call themselves an alum unless they actually earned the sheepskin at that university. I have a few friends who are former students that won't identify themselves as alumni for just this reason.
