The Boise State's of the world are always going to be limited in what they can do by the type of budget they have to keep. They can't pull in $120 million a year from athletics, and never will no matter how good they get. But who knows what they could do if they had resources like that.

Besides the fact that a 'solution' to this 'problem' may not be warranted, besides the fact that there probably isn't an equitable solution to this problem, doing something is not going to help ISU in any arms race.
If you take any measures to stunt the growth of college athletics, you're just going to freeze us in place where we are, which is way behind. Really, the only solution we have is to step up, try to improve our revenue/winning/donations under the current system.

By the way...life is not fair. The fact remains that our country provides equality of opportunity...not equality of outcome. Donate all you want, just be prepared to pay taxes on the portion of the donation which goes to support athletics. Tax smaller donations at a lower rate.

I agree with those saying that the tax-exempt non-profit status of athletic departments needs to be looked it.. it's just far too obvious anymore that nothing about athletic departments is "non-profit".
That being said, as soon as something like that would be enacted, it'd just be a race to who can circumvent the taxes the quickest and the most effectively. That's how legislation works. Make a rule, and everyone tries to find a way around it.
With that in consideration, I also like the idea of there being a built-in tax break for donating so much money to the parent university. Since we all know it'll just be about loopholes, purposefully make one that'll actually benefit people. Talk about using the market to help fund education, right?
Granted, there's no guarantee what throwing more money at the university's will do... I mean, that's essentially what raising tuition is doing. So I'm sure tuition wouldn't go down at all.. universities would just find more ways to spend the money. Ugh.. what a dilemma. 
Otherwise, please.. no federal involvement in college sports. As much as the NCAA sucks, the government would be worse.
