Long story short: Branstad was governor, his stooge Marvin Pomerantz was the president of the BOR, and they both strong-armed the rest of the BOR (which had 5 UI grads and 0 ISU grads at the time) into selling WOI. The people with UI ties were jealous that ISU had a TV station and UI didn't, so they got rid of it.
When they sold it, the sale price was at least 20% lower than the value of the station.
Branstad and Pomerantz were in favor of making UI the flagship school, and whittling ISU and UNI down to be part of a "system" like in Wisconsin or Nebraska -- so it would have been University of Iowa at Ames instead of ISU. Wow, I had no idea about this. I'm really intrigued about this story now.

What has not been said is that Mr. Funk was not the top choice for the search firm to be used for the current search and Mr. Funk saw that handwriting on the wall and withdrew from contention. Expect an announcement of the choice of the search firm to be made at tomorrow's Board of Regents meeting.

The BOR waited to drop the hammer until Jischke came in, because they figured they could run roughshod over a new ISU president -- and they were right. IIRC, the sale of WOI was before Jischke, Gordon Eaton was ISU President. Even so, the IBOR, under the first Branstad administration, forced the sale of the TV station; remember Marvin Pomerantz?
Edit: My bad, WOI was sold in the 1993-94 time frame; the sale just seems longer ago. The sale of WOI TV was talked about years before the sale actually happened. The legislature at the time was sympathetic to Don Forsling and Co. and any proposed sale never went through.
