If nobody cares enough about the activities/acts being offered to begin with, no one will riot over them.
Is that the reasoning for the recent decline of veishea entertainment? Make it so the students don't want to go so that we don't get a repeat of what happened a few years ago? Why not just have risk management release a finding that veishea is too risky for the university to have so that everyone involved on the university's part will just sit at home for the weekend?

I think it's a little bit of a conspiracy theory, but I'm sure the university is in no hurry to go out of their way to help VEISHEA draw in a bigger act. I don't think they would straight up cancel it either, the day-time events are still valuable to them for drawing alumni to campus.
