Don't rural Minnesotans ever venture into Minneapolis?

I grew up in rural ND and we often went to the "big city" (Aberdeen or Bismarck). Hec, we even went to Minneapolis a few times for Twins games.
Many (most??) rural areas don't generate sufficient revenue to build and maintain the highways that pass through their areas. They receive Federal highway dollars for this purpose. We all pay for each other's roads.
