Unless I missed the context of this, Rudy seems a little ahead of himself here.

That is one thing I've often heard about Guiliani from his detractors. That he thinks pretty highly of himself.

Of course, those sentiment do come from his detractors - so TIFWIW. But it would seem accurate.
