I am not going off others posts. No, I don't believe he says "shut it down." I believe he is so scared of a potentail mishap that he plays to safe. The plays that get us the points that are run in the first half aren't the ones ran in the 4th quarter. The score board shows it bu only 3 points in the 4th compared to the rest of the quarters.
