Something about this that really gets me is that they don't try to shed any light on the process in their press release. It basically makes it sound like the media is running amok and has no clue what they are doing, that no decision has been issued, and they are just collecting information from ISU. What has really happened does not appear to be terribly far off from what was reported previously though in that:
1. Due to some sort of ruling (they say "no decision has been issued") by the NCAA Lucca is not eligible. That ruling/decision/whatever set the loss of eligibility at one year.
2. ISU sent something or another to the NCAA in an attempt to get the aforementioned ruling/whatever changed (although it is technically not an "appeal" as "an appeal has not been filed").
I really don't care what you call it, but my description of the situation would be that the NCAA declared Lucca ineligible and ISU has appealed.
