I did. However, something is missing here. She shouldn't have been referred anywhere. The PD should have started an investigation. Either the DMR got something wrong, or the ICPD really messed something up. If a person comes in to the PD saying sexual assault, they begin an investigation - they don't refer people to go to other authorities.
If this is indeed the case, and the DMR is right, then something went seriously wrong, and it's not just the university that deserves admonishing. I'm a firm believer of major punishment for these sort of crimes, and if there is a complete lack of discipline by authorities, something needs to happen.
Of course, this entire thing has been kept under wraps pretty well, so it wouldn't surprise me if they got something wrong. I hope they did. Not for the university's sake, but for the victim's. If a crime did indeed occur, and they mishandled it this badly, then that is more than devastating.
But until more light comes upon the situation, it's hard to point any fingers at anybody.

You mean the same Iowa City Police that put off charging an Iowa football player for MONTHS, until the day after their bowl game? Nah, THEY wouldn't try to cover up an EIU football player's rape.:skeptical:
After all, the University and Athletic department need time to properly threaten/intimidate the victim. Maybe they could find a way to charge HER with a crime, instead.... Maybe double her sentence? That way, EIU would be morally equivalent to Saudi Arabia....

There was no investigation, because there was nothing to investigate. The authorities had not officially been notified for several weeks after the fact. Spin it all you want, that's the truth. You may hate Iowa more than anything, but to actually convince yourself that they are covering up a sexual assault is naive.
I don't think the issue at hand is whether Iowa or Iowa City Police are investigating whether a rape occurred or not - of course they are. It would be an absolute joke if they looked away.
The discussion on hand is it appears that said parties above are investigating at a pace that tends to rival that of a special olympics hurdler...

We'll just have to wait and see. I'd like to believe that there is enough good in this world that they wouldn't be intentionally slowing down an investigation of this sort simply because they are football players. If this is true, it's not the athletic department that should be in trouble, it's the ICPD. Afterall, they are the only people who can conduct this investigation.
But people pointing fingers towards the U of I, at least knowing what we know right now, should start wondering about what's going on in the ICPD. However, we don't know anything at this point, so speculation is useless.
