What is the largest possible number you can write using only 2 digits - just 2 digits, nothing else?

my intial reaction is to say 98...but i am guessing the answer is deeper than that...

i was thinking 98 also, but technically 98989898 is a number that is only using 2 digits so it could go on forever

9898 is more than two digits. how about 387,420,489

Give people some time to think about this one if you already know the answer - i guess there's one 'real' answer, but a few not-as-good answers as well.
