that is where the 1.1 comes from

Exactly. The ball bounced in-bounds and the clock runs until it is officially out of bounds.
The announcers did a poor job of announcing. That is all.

That makes more sense, amazing what a little clarification can do for a person's memory. As many ties as they replayed that, I never noticed it bouncing in bounds.

I've got Kansas in the championship, but I didn't care. I was going for the Salukis all night. I can't stand Brandon Rush either.

What you call here 'officially out of bounds" is when a referee raises his arm and blows the whistle. In the replay, the trailing ref raised his arm when the ball bounced on the floor - he didn't wait the 1.1 seconds.
To recap, the clock should have run from the moment it was touched inbounds by the Memphis player to when the ref stopped play.
But regardless, this is not why aTm lost the game.
