The powerful, dramatic moment occurs when CPR and the Cyclones walk up to join Seneca. That's the last scene, the climax, the power moment, the payoff. To leave that scene to go to Seneca climbing the steps alone is an emotional drop. A letdown. Felt it in the gut.
