When to line up for Public Lots?

When should I line up to get into the Public Lots, particularly the Hilton/Scheman lots? I think that B1 and B2 open at Noon and C1 and C2 at 2pm (because of volleyball). So, when do I need to be lined up to get my choice of parking places in B1/2 or C1/2?

They wont allow people to line up along the street for the lots north of Center. Show up at 2pm and you will be able to get in just fine.

You should already be in line man! The lots are filling up!!

So, do they just wave people around to keep driving? Surely I'm not the only one who is wanting to get a jump on the parking spots in B2 or C2.

Bump. I'm still wondering if I should just drive around until they open B2 or C2?
