Re: Was Baylor kickoff offside call ever explained?
I watched it multiple times on the DVR, the refs called it on #7. It was plain and simple a terrible call. One of many across all of football this year. Including the pros.

College football doesn't have the tuck rule like the NFL does. The fact is that RGIII knew he had fumbled that ball rather than throwing an incompletion. He went after the ball as soon as it hit the turf. Unfortunately, once the ball gets below about shoulder level with the ball still in the hand of the QB, it becomes a judgment call on the official's part as to whether he has intended to throw the ball or hold onto it.
And the off-sides call was simply brutal. Gary Pinkel got an official apology from the conference the day after a hold was correctly called in 2006 in Dan's last game. We don't know if our athletic department sent an official complaint to the conference about that off-sides call, but I would like to think they did.
We are only Iowa State and therefore don't deserve an apology...

It was a horrible call, but does the conference office every really apologize for a bad call unless it was at the end of really tight game? I don't know.
I think it did make a difference but I can see how they would think it didn't.
The Misery apology was always a head scratcher.
"There are five real good recruits in the state. We got three of them. One couldn’t get into school, and the other went to (the University of) Iowa...which is about the same thing." - Coach Johnny Orr

From my recollection it is the only time I can recall any comment was made by the conference contrary to the call made by the on-field or replay officials... Not even after some horrible calls (Texas vs. Mangino/Kansas) do I remember an official statement or apology from the conference.
In my opinion, the crap is already out of the horse, so apologizing or admitting a mistake was made doesn't change the outcome. Why even say anything if you can't award a win retroactively? All that happens by doing so is "spoiling it" for the team that benefited from the original call. Calls usually even out over time (sometimes it takes a decade: see FG for ISU/Alabama compared to OSU/ISU), so just leave things be when it comes to comments regarding officiating.
Re: Was Baylor kickoff offside call ever explained?
I get that some people like to never blame the refs for an outcome as a way of coping with how unfair it can be, but anyone who doesn't think the Baylor game is a very close game if the "tuck" and onside kick travesty are correctly called doesn't understand the game of football and has a minor case of denial.
It's not some guarantee ISU would have won, but the game would likely have been very competitive. Baylor was not killing ISU, ISU and the officials were both killing ISU. A team struggling with turnovers already doesn't need the refs to give the other team two undeserved turnovers with horrible or rigged calls. The two teams lining up and playing against each other was a very competitive game.
An interesting fact is that ISU was beating the spread by .5 when the onside kick call was obviously blown beyond any logic.

Exactly, the tuck rule was 7 points right there. It went from being our ball to a touchdown for them. The momentum swing on that play alone was crazy. I know RGIII loves to get up Gimpy from just about every good hit, but we did have him hurt him a bit on the tuck play. He was holding his shoulder and looking a bit dejected. The next play, seemed to rejuvenate him and kind of put him on a roll. Until that play, our D was doing a good job against him.

Agree with HFCS and Clonefan94 The one thing that changes a game quickly is momentum any of us who have played sports realize this is a real factor in sports !!! The Refs killed any ISU would get . Made my head almost spin around during the game ...(those werent just bad calls they were made up calls )
