And I recall Pollard saying something along the lines of 'we're not going to do it unless we do it right', which I took to mean, either do both, or make east to add the 2nd level later.

There have been some changes made, but these are the original plans that came out back in 08 I think. Lower Deck Upper Deck
Also I've been doing some digging and this might be happening sooner than I said. Sounds like the athletic department has been getting things ready for this over the past year.

Thanks for all the info. Do you think its possible an announcement could come this offseason for a fundraising effort and then they start building following next season? Or is that too optimistic?

From the looks of it, we were able to do a early repayment of several projects. The renovations to Hilton and JT were paid off this past year and some of other projects were paid off using a portion of the bond for the training facility. These were several of the items that were going to get paid off in 2016.
A couple of other interesting notes. The Athletic department is expecting a decrease in ticket sales next year. Not sure why, but they are allowing themselves nearly a $1.5 million cushion over this year and half million under previous budget. Also $4 million is planned of capital improvements over last year (I'm guessing part of that is Jacobson renovations, but 4 million is a lot to renovate a building of that size. That is almost the cost of the scoreboard.

Considering we have a favorable home schedule, with UNI, Iowa, and Texas.
And if Sam plays out of his mind for the bowl game, there will be some nice excitement for next season.

Meh...JP is going to have to have the money secured for the BOR to approve it and as I said before, it won't be "announced" until after it's approved, making fundraising (although helpful) unnecessary for the project itself to continue.
It seems like these usually go before the BOR about 6 months before JP wants to start the construction. It can be speed up, but when your talking a bigger project like this they probably want to have a nice cushion so that they can get everything prepared. I would be looking for announcement this spring for construction to start during or after the season if one is going to be made.
It is possible they will start taking out the scoreboard and endzone bleachers toward the end of the season so the earth moving equipment can start late November. That might explain the small drop they are expecting in ticket sales for next year.

Well...one explanation for a decrease in ticket sales would be if the South bleachers have been taken out...for some reason....and not able to be sold all season.....
