By % it is 16th most in BCS. By total it is 12th most.

Did you only include 3 & Outs that ended in a punt, or does that include 3-down drives that may have ended in a score/turnover/end-of-half? I ask because I got slightly different numbers than you did, though the rankings were the same. When I sorted by 3-down drives that ended in a punt, I had ISU with 34 3 & Outs out of 134 total drives on the season so far. That's 25.4%. Ranked 104th and 97th in the NCAA respectively.
When I quickly sorted only 3-down drives, I show ISU having 39 total -- 34 punts, 4 INT and 1 TD.
I used drives that were 3 plays or less and ended in a "negative" (punt, turnover, safety, downs).
I did have a flaw in the data that changed the numbers a bit after I posted those original numbers, but the results are basically the same.
This is a little misleading. Big 12 stats have ISU punting 62 times while the next closest is KU with 52 times. Here is the other stat that proves this is a little misleading. ISU has converted 6-10 tries on fourth down; KU, 8-25. So although ISU has punted 10 times more, KU has actually faced fourth down 5 times more than ISU.
I know, I know, that really is lipstick on a pig as none of us want to simply be on par with KU's football team.
EDIT: Whoops, I didn't include field goals. KU 8 of 14; ISU 7 of 11. I'm not going to add that in because I don't know if any of the attempts were made on an earlier down, but this points to KU facing 4th down by an even larger margin than ISU.
TCU has punted 47 times and gone for it on fourth down 17 times, together that is 8 less than ISU. TCU has attempted 11 more field goals than ISU so if all of both teams' field goal attempts were on 4th down TCU would have faced fourth down 86 times to ISU's 83 times.
I know that is not the same as 3 and outs, but it does point out the problems with just looking at # of punts to place ISU alone at the bottom of the conference.

If there is a team in the league with more 3 and outs or has lost the time of possession more than us I would like to know who that team is.
