....well, according to Wikipedia, born in Mt. Pleasant, went to college in Mt. Pleasant. Didn't know that. However, Mt. Pleasant is almost Missouri and almost Illinois, so both have a deleterious effect on culture.

Excellent strategy on 2 fronts. First, catch 'em and contain 'em on their way into the state, and second, if some escape, there's a roughly 66% chance they end up in another state depending on which direction they head.
