I think a great target for the Big 12 is the Russell Athletics Bowl. We have a history with it (when it was the Champs Sports Bowl). It's in Orlando and the payout would put it at #5 in the Big 12 listings as they stand now, ahead of the Holiday Bowl.
It is currently Big East vs. ACC. If they can drop the Big East they absolutely should. Big 12 should swoop in!

The Sugar Bowl was attractive to Big XII front office because it's close to Texas. The SEC liked it because it's their historic bowl just like the Orange Bowl was for the Big 8. But Texas schools weren't in the Big 8 so it doesn't matter to them. For me it comes down to always knowing that for every Texas bowl ISU will always be the 2nd choice if there's a Texas school in the mix to choose over us.
 No matter what, I could NEVER cheer for Dirt and Urine. -

Be interesting with the drop in ranking and with conferences expansion if the Holiday bowl stays with the B12 I really hope it does but you have to wonder.

Unlike the Tangerine/Champs Sports/Russell Athletic, the Holiday actually does have a history with the Big 12. Every year since 1995 (the last year of the Big Eight).

I like having a California bowl. Can't have all Texas bowls in our lineup.
We need to ditch the Pinstripe Bowl and let the Big Ten take it over now that New York is B1G Country. Wouldn't surprise me if that one switches to Big Ten-ACC or maybe down to the Big East's champion's bowl vs. Big Ten.
Sugar, Cotton, Alamo, Buffalo Wild Wings, Russell Athletic, Holiday, Meineke Car Care, Liberty. Would be interesting to see if payouts adjust the order. Regardless, that would be a solid lineup:
1 in Louisiana
1 in Arizona
1 in Florida
1 in California
1 in Tennessee
3 in Texas
Also, as of now (although this would change):
1 vs. ACC
2 vs. Big Ten
2 vs. Pac-12
3 vs. SEC
