The NCAA is considering several interesting rules changes for next year: ESPN - Committee proposes penalizing horse-collar tackles among rule changes - College Football
I am in favor of all of the changes except the clock rule. Starting the clock after a player goes out of bounds once the ball is spotted instead of at the snap seems like it will rush the game too much. I know they're trying to keep the games as short as possible but I'm not a fan of this change. I do like adding a horse collar penalty and I definitely like getting rid of incidental face mask penalties. There's way too much judgement by the officials the way the current facemask rules work.

NCAA is now a ***** to the TV money it hoards.
They want 3 hour games.... no more no less.

I don't have any problem with the clock running after a player went out of bounds except under the 2 minute mark...it is how the NFL is now and it doesn't bother me at all there

If the 2005 changes shortening the number of plays in a game were unacceptable to everyone, why would the new NFL-style clock rules be acceptable? The NCAA is corrupt and beholden to the TV networks, and will keep putting in new rules to get what they want. Look at the average number of plays in a NFL game... they're about 60-70% as much as in college. Ridiculous.

I don't think the spot of the ball will have that much of a difference. If the team is trying to hurry up they will already be on the ball when it is whisteled live... I really like the elimination of the incidental facemask... Seems like we get burned by that quite a bit...

I can't believe that they're instituting a horse collar rule in college. Now the only way a defender can run a guy down is by tacking him down at the knees

I don't like the horsecollar rule. There's already enough rules that put the defense at a disadvantage.

I like the clock rule, but I think they should change it to 5 minutes in the second half instead of 2. I think that is how the NFL does it as well.
