OSU is a top tier program, no question about it. However, their conference is down and they don't have to play a conference title game. Both of those things help them out quite a bit when it comes to the post season.
Drop it down to 96 -- eight conferences with 12 teams each. Each league with two divisions of six teams, each league plays a title game. The eight winners make the 3-round playoff. All other teams with winning records (7-5 minimum) go to the "bowl pool" for selection.
Who's to decide who gets kicked out of I-A? That wouldn't be even close to fair, and that's the reason I think it's best we keep our current conference system where the schools decide on their own what conference they want to be in (or who gets to be in theirs). Besides, it just foists our problems off on I-AA, who has to deal with 30 new teams, most of whom would probably murder any I-AA squad they face. Playing D-I sports and I-A football is also a huge tool for a university to recruit students, not just athletes. I only considered schools that played I-A BCS football, because that's the kind of student experience that I wanted.
A playoff would be great, but we absolutely cannot let the NCAA start regulating conference lineups or telling schools what division they have to play in now and forevermore.

I also remember a game with Kansas when Cy (wore a huge suit then) went out to center field, squatted, and "pooped" a couple of chickens that had been dyed blue then chased them around.

There may be a minimum attendance requirement (cannot verify) to keep I-A status. If there is, that would put some MAC and Sun Belt schools on the bubble.
