Another one that I doubt anybody has heard of, but R.J. Anderson from BYU went to my high school, he was on the HS national record holding 4x100 team at the time that ran a 40.04) and he had run 10.1 100 that year.
There was an ex (or current) NFL defensive player in studio when they showed the highlight (can't remember who, maybe Warren Sapp), that said that was flat out the best single performance in a play they they had ever seen, and he was talking about Dwight.
I would take Dwight hands down. He may not have been the fastest in 40 time, but in football speed, he had another gear.

He had a PR vs OSU where the defender dove to tackle him, and by the time the defender hit the ground, Dwight was 5 yards past.

John Simpson, Baylor University. He was a world class sprinter.
John still runs and is 43. He's ranked number one in the country in the 200 M and number 2 in the country for the 100 M.

I ran track and played football at Baylor University from 84-88. I was drafted by the Chicago Bears and bounced around the NFL, CFL, WLAF and Arena League. I was a two-time All-American at Baylor, anchoring some good 4x100 . . . . I was also the anchor leg for the USA Jr team in 1985 along with Floyd Heard, Leroy Burrell and Dennis Mitchell (39.00!) I was the no name of the group.
I will try to find out what Simpson's best times were in the 100 and 200. What were Dwight's best times?
In the 80's, the Packers had this little WR from Millikin (D3 school in Illinois) named Jeff Query who could fly. I doubt you can find 40 times from the 80's, but he was fast...
Packers more recently had Bill Schroeder, who could also get up and move.
