I think he called the TO with that much time left in case the snap and hold was botched. Since it was 3rd down, if the hold was fumbled the holder could fall on the ball and have time to call a TO and give the kick another try.
I wanted to kill Chizik for leaving so much time on the clock. I "knew" that Iowa was going to return that kick.
It wasn't so much the time left on the clock as it was screwing up the squib kick. The point of the kick is not allow the deep man to field it cleanly/at all.
I much would have preferred a pop up to an upback forcing him to field it or call a fair catch and make Iowa try a hail mary.
