Here's a question, if the university is going to have to eat some tickets, why wouldn't they give them to students to to encourage more at the game?
Not that it would get tons more butts in the seats, but it would be a nice jesture.

I believe that the conference "buys" the unused tickets. The money from all of the bowls is used to cover costs before it is divided among all of the schools.
