Say UCLA doesn't make a bowl and with USC not being eligible, is there anyway the Pac-12 is possibly going to be able to fill all of its bowl tie-ins?

If Oregon wins P12 and Stanford beats ND (to finish 11-1), they could get 2 BCS teams. Now you have an open #7 spot (New Mexico Bowl; MAC backup).
If UCLA loses twice, then you've got an open #6 spot as well (Fight Hunger Bowl; potentially no contracted backup).

PAC 12 has 7 bowls and 6 eligible teams without UCLA and USC. So no, the PAC 12 will not fill the New Mexico Bowl. Potentially the Hunger Bowl too with Oregon and Standford in the BCS, which is pretty likely.

I remember McCarney making comments about this back when it looked like we were going to the Big 12 title game at 6-6... Don't remember exactly what he said though. Of course we never had to worry about it either. -

Oh yeah, and if Houston makes the BCS, the Hawaii Bowl should be Utah State (assuming they win 1 of their final 2) against an at-large team.

To answer a repeated question: If UCLA loses to USC and then Pac-12 title game, falling to 6-7, it won't be bowl-eligible. No bowl game.

and there are not a sufficient number of eligible teams to meet the conference’s bowl
commitments.
