Could UCLA win Pac12 South and be left out of a bowl?
If Colorado beats Utah, UCLA will play in the PAC championship game. Right now UCLA is 6-5. They play at USC tomorrow, and a loss would put them 6-6. If they lose at Oregon in the PAC championship, they'd be 6-7. Are they bowl eligible?

Yes. 6 wins = bowl eligibility.

Unless their like K State of a couple years ago. Didn't they play 2 d1aa schools that got them to 6 wins but yet they weren't eligible or am I mistaken?

Someone can correct me, but I thought there is a rule if you play 13 games you have to win 7.
I thought there have been teams that have played at Hawaii, so they get 13 games and they said you have to win 7 in that senario.

IIRC there might be a waiver possibility for those in conference championship games.

Non-losing record means you qualify. There are exceptions for conference champions, but i am not sure how that applies to the conference championship loser. Also only one FCS victory can count towards bowl eligibility.

Unless there is an exemption for a conference championship game, you must win 7 games if you play a 13 game regular season.
