I would blame this one on the voters. I really don't understand what they are thinking.

If you are mid major, all you have to do is get though your crappy schedule (you don't even have to beat bad BCS teams) and you ranked 16th. If you are a BCS school, it doesn't matter how weak your schedule is as long as you play a couple of games against better opponents you are golden.
Example, UCLA. UCLA was ranked 17th last week in the AP poll. They lost the title game to #8 Stanford to finish with 4 loses and are ranked 17th in this weeks AP poll. Along the way, UCLA has only played 6 teams with a winning record. Their best win was against Nebraska the second game of the season in LA. They second best win was against USC, a 7 win team. They also have a lose to a 3 win Cal team.
On the flip side, Texas played 9 teams with winning records this season. Didn't lose to anyone with a losing record, but also didn't beat anyone with a outstanding record. Finished the season with 4 loses, but didn't get to play in a title game. Was 23rd in last weeks AP poll, lost to #7 KState and got dropped from the poll.
Another Example. Michigan. They have a 8-4 record with their four loses to Alabama, Notre Dame, Nebraska and Ohio State. For quality teams. They only have one win over a team with a winning record and that was against Northwestern at home. Last week Michigan was ranked 21st, they lost to Ohio State and moved up 2 spots to #19,
