If they would wipe out the 15-yard penalty, I'd totally be fine with the rule and booting guys who intentionally weaponize their helmets.
But until they are allowed to throw out the yardage too, it's BS
I agree. Saw a targeting review in the OU-Tulsa game — it was a blown call, and they ruled against ejection, which was correct.
I'm not sure why they can't overturn the yardage, too. It's a dead-ball situation.
Unless they're trying to have it both ways: Review it to rule against unfair disqualification, but including a punishment for making plays that could be dangerous, or look like targeting. That's my guess, although I'm not sure what's accomplished.
