One thing about officiating soccer is that you can only call what you see. I was a soccer referee for a while in high school and that was what they told us. Looking at some of the tackles she made when "making a play for the ball" looked to be late on every occasions and could have been given a yellow for persistent infringement. Now for the dirty stuff, if the refs saw it i.e the hair pulling, and the punching should have been an immediate red. But the refs can only call what they see.

What I don't understand is how she survived that game with only a yellow card. I can see some of the stuff away from the ball going unnoticed, but the aggresive tackles should have resulted in a red at some point.
Also, the victim in the hairpulling incident looked kind of cute.

Having been a soccer referee as well, it is weird that not only did the referee not see this stuff, but neither did the two assistant referees / linesman / two referees with the flags.

I agree, but the refs are mostly looking at the ball and can be easily missed. There was a time when I was playing, I got close to scoring a goal but the goal keeper got it and threw it out of the box, I was slow getting up. When i got up i took a few steps and the goalie just pushed me back down. The linesmen missed it and the ref would have too if I didn't yell out. In the end he got a yellow which should have been a red for bad sportsmanship. But we got the penalty kick and scored.

I sense the perpetrator is a victim of sexism here - my guess if it was a male doing the punching and hairpulling, we would not be seeing this all over the news, and the word "disgusting" would not be used so much.

I have played for 13 years and been a ref for 5, I don't know a single ref myself included that would give that a red, especially if we didn't see it ourselves.
On another note it is partially the ar's (assistant referee) responsibility to keep an eye on what is going on away from the ball, they do have the power and ability to signal to the center ref what they saw and have something called.
That being said I would expect some kind of punishment toward the ref's.
