Its 100% up to MVC commissioner Doug Elgin.
The schools have very little say. I am really hoping he stands behind the rule and Doug only gets two years of eligibility from 2012-2014

I believe a scholarship is a scholarship and counts against the limit no matter where it comes from within the university. Not sure on that rule but I vaguely remember reading something about that when Ferentz's boys played for him.
I think it was something that changed in the last 10 years or so, ending the practice of having student-athletes on "academic" scholarships so it didn't count against the schollie limit.
Not certain on this at all, just seems like I read something at one time about it.

There is an NCAA rule that states if an athlete is getting any aid from the University, they must be counted as one of the allowable scholarships for that sport. A school can't put a player on an academic scholarship, music scholarship, etc. and thereby have 14 basketball players. I think that would rule out the 14th player scenario for this.
I think a walk-on player might be able to accept an academic scholarship only if it has no connection to the school.

Iowa signed off on the waiver to give Brust full release. Big 10 still denied the waiver to avoid setting a precedent that could allow conference teams to poach other teams recruits. Big Ten denies waiver for ex-Iowa recruit | GazetteOnline.com Big Ten denies Brust waiver
I am assuming that it will be a similar case here where UNI won't have the final say. The MVC will.

Doug wouldn't be on scholarship. His tuition would just be waved since his parent works for the University.....just thinking out loud here

This is OK by me, but the question then comes to mind, WHY COULDN'T HE HAVE DONE SO HERE AT ISU? Why do both McDermott's have to go to Creighton to do so? Greg made a point of saying he Will now get to coach his son. Why not here? Quote from his press conference was this: " But at the end of the day what really tipped the scales for me was the chance to coach my son Doug," said McDermott." Seems like a lame excuse for getting away from ISU, if the same results could have accomplished here.
Perhaps his knowing he might be fired before Doug would be a graduating senior might additionally explain going to Creighton.
Did we miss something in his explanation that would explain his rational for only wanting to coach his son at Creighton?
