Note: they are talking about July 1st AFTER their junior year. This seems kind of late to me -- it's only about 4 months before the early signing period.

This would be a huge blow to the non-powerhouse schools. Many of these schools, like ISU, can get some of these players by identifying talent and offering a scholarship at an earlier age. The bigger programs wait longer and take who they want already.
