Make sure to check out notebookreview.com for some sound advice and for Dell coupons. With the coupons, you can get a far better machine for about 30-40% off what you would normally pay with Dell.
Go buy one. I've been told its not worth building. I know that doesn't really help, but maybe it'll help you reconsider.

Seriously, I spend $1099 on a MacBook. I know it's $400 over your budget, but you can find some refurbed Macs in the $900 range.
I am a die-hard PC guy, but this MacBook has everything. Remote control, digital audio outputs, DVI outputs. I absolutely love it. This thing is going to last me for years because they have everything in there with the exception of an accelerated video card. I was checking out a Dell Laptop in the $600 range before I settled on my Mac. I ended up spending more because I wanted this piece of hardware to have longevity and for the foreseable future with EFI, digital outputs etc.
Dell has had better deals than they have now not to long ago but for what they have now this would be the best bang for your buck

Wait for the year end deals on dell, it is end of fiscal year in 2 weeks, about the 26th they will be in a mad rush to ship product to make quarter numbers. A week from now will be the best time of the year to buy a new machine.

Make sure and look at the Dell Outlet, computers are discounted there. I buy all my home and office computers off the outlet. Takes awhile to find what you want, but I have gotten some very good deals. You can add on an extended warranty.

GotApex? Deals & Coupon Codes usually keeps tabs on deals that Dell has going on. If you aren't going to game or use any programs that are resources hogs then a fairly basically model is all you really will need.
If you are plannig on Vista Home Premium, definitely get the 2GB of RAM. Vista takes about 400MB of that.
