With plan I was just asking if you have a data plan to get on the internet and download stuff or buy ringtones.

I'll assume it's unlocked since it's USCellular. If you have a laptop with a Bluetooth connection, you can connect the phone to the laptop that way (put one of them in discoverable mode, then use the other device to locate it) and send a file. Depending on the model of phone, you may be able to directly connect to the computer via USB or some other cord. If you know someone that has the ringtone you can send it via Bluetooth like above by connecting the phones and sending the file via Bluetooth. Any mp3 generally will work on phones anymore. Some things like the fight song are readily available to be downloaded off the internet.
