This is correct. The ruling is essentially that Royce used his freshman year of eligibility at Minnesota, regardless of whether the played a game or not. He now takes a redshirt season, per D1 transfer rules, and will be have three years of eligibility when next year starts. So you could classify him as a RS sophomore.
