Why would you blackout the region of one of the teams competing in the contest? All it does it take eyes away from the broadcast. You'd think it be easier to sell advertising time on a game that would be seen by as many people as possible.
I don't think I'm alone when I say I'd like to see more and more planets fall under the ruthless domination of our solar system. -

Because in the tiers of broadcasting, those games are considered the lowest -- and are classified as local. You have national (ESPN), regional (Big 12) and local (CTN/Mediacom/FSN). Allowing the "local" game to reach as many eyes as the "regional" or "national" game undermines the value of the top two tiers. TV is all about exclusivity and hierarchy.
It's also why you'll occasionally see two different TV crews in Hilton. One for ISU and one for the opponent.

Since this game is being televised under the ACC contract, the only way I could even imagine this game being blacked out in Iowa is if another ACC team was playing on one of the ESPNs which isn't the case. No other game happening at the same time is going to lose viewers because this game is being broadcast in Iowa.

Which I do. Just because a service provider doesn't carry a channel, doesn't mean that channel isn't national.

Money that the big boys don't like to pay when they see the little guys' games with such a widespread reach.
Each conference has different provisions for these local broadcasts (and that's what ISU-UVa is, in the grand scheme of things). It's entirely possible that the ACC doesn't have blackout restrictions like other conferences.

The ACC wants as many viewers as possible so they can sell advertising time. No other ACC game is happening at the same time as this game so they'll want this available everywhere.
