Scholarship money can come from many many other sources. Yes, Bubu could be getting scholly money from any number of sources. The key is all those sources can show why Bubu gets that money.
What the NCAA can prevent is a player getting a full ride on an Academic scholly thru the school (ISU).

It's just stupid to think our bball program can even consider banking scholly's for future use. We have ZERO built in to the program today. This is a luxury that only top tier programs can enjoy. The kinds of programs that have had considerable stability over the last decade.
Even those programs with that luxury can be rocked by transfers and early NBA outs. You need to focus on the current year and putting the best 13 players you can find on scholarship and you try to break that down between classes the best you can.
If the last decade hasn't taught you anything I won't either. Nothing ever is what you hope it will be next year. Transfers, injuries, dismissals from the team for legal issues ALWAYS come up.
Take this year for example. We can pretty much (barring miracle) write it off and just look for improvement. I for one am jacked that 5 players are ready to step in and contribute immediately next year. At this point all I care about is 2011. I really don't give a rats butt about a incoming freshmen for 2012.

I don't mind getting him. Obviously talented. We will lose Christopherson and Allen by the time hes finally eligible... but we would also have another pair of senior guards with him that year in Babb and McGee.
So far so good as far as our transfers staying out of trouble... I think Lucious could be good for Iowa State and we could be good for him. Fred wants a fast paced team so the more guards the better.

Hes also from a winning culture.. if he can help bring some of that mentality over with him ISU could see a double dose between him and Allen in practice... knowing how to win can't hurt this team.

I posted on NCAA regulations in another thread a while back. I'll go find them, but I think this is the gist:
If you are not recruited to a university to play a certain sport, then you can walk-on to that sport and any scholarship money you get will not make you count against the scholarship limit (assuming the aid isn't related to athletics).
If you ARE recruited to a university to play a sport (like a preferred walk-on or something) then it gets more dicey.
